Steam workshop mods wont download

Anyone having trouble downloading content from the Steam Workshop? Mods just don't download. I've had a similar problem with another game once before, but this is just getting ridiculous. I've checked where the mods download to (my documents), and the mods that aren't downloading aren't even there. The problem is they just aren't downloading.

After subscribing to Workshop items in Steam, the items appear in-game under Steam Workshop, but not under Mods. Therefore, I have no access to the on/off switch for the items and I am fairly certain that they have not been downloaded.
